Is RdA property of Aruba?

Yes! RdA stands for Refineria di Aruba N.V. and was established on October 1, 2016. The Government of Aruba is the sole shareholder of RdA

How was the procurement process?

Neither the Government of Aruba procured the refining assets. They were transferred from Valero Aruba to Government of Aruba as part of the Valero Transfer & Master settlement signed on October 1, 2016.

Which are the properties of RdA?

  • A 235,000 BPD Crude Oil Refinery of Medium Complexity.
  • A Transshipment Terminal of 7.0 MMB Storage Capacity & Two Tugboats.
  • Two Reef berths with capacity to handle Ultra Large Crude Carriers (ULCC).
  • Supply & Marketing Assets to market & distribute petroleum products.
  • Approximately 3,750,000 square meters of long lease lands.

What were the different agreements signed to make the opening of the refinery possible?

There was the DPA between Citgo and Government of Aruba, the Refinery, Terminal and Marine Facilities lease agreements between RdA and Citgo and last the Transfer & Master Settlement Agreement between Valero Aruba and the Government of Aruba and RdA. All these agreements were signed on October 1, 2016.

What is CAR?

CAR stands for Citgo Aruba Refinery. RdA and CITGO Aruba Refinery (CAR) entered agreements to lease the refinery assets, the transshipment terminal assets & storage tanks, marine assets and part of the respective refinery lands. The lease will be for a period of 15 years with the option by CITGO to extend for another 10 years.

What is the role of CAR?

CAR is responsible to rehabilitate the refinery and operate as Heavy Crude Upgrader.

Is FMSA property of Aruba?

Yes! With the signing of the Transfer & Master Settlement Agreement with Valero Aruba in October 2016, all the shares of Valero Marketing & Supply Aruba N.V. were transferred to Refineria di Aruba N.V (RdA) and as such renamed the new acquired company to FMSA. The Government of Aruba is the sole shareholder of RdA.

What is FMSA’s Role?

Fuels Marketing & Supply Aruba N.V (FMSA) is a local incorporated company engaged in the import, storage, marketing and distribution of petroleum products to a variety of consumers in Aruba. For further info, go to the FMSA tab above.
